Expert Mode
Some advanced settings and features are only visible when the expert mode is enabled. It is disabled by default to not drown new users in too much functions (which are often not yet needed in the beginng of editing with JOSM) and to protect him from doing unwanted things. (The expert mode is not a working mode.)
Activating the expert mode
It can be switched like this:
View > Expert Mode
or
Edit > Preferences... > Checkbox Expert mode at the bottom left.
