Add placement:forward/backward to highway presets

Description

ATM, only placement=* is present in the highway presets but for a highway without oneway=yes only placement=transition is valid. You need to use placement:forward/backward for all other values which are missing in the presets.

I could handle this together with #16391 but I need to know if the two tags should be available for all major highway presets or only for the one without oneway=yes as default or implying it?

The disadvantage is the growing length of the highway presets.

In 16741/josm:

  • fix #19440 - Add placement:forward/backward to highway presets
  • fix #16391 - Add noref=yes and noname=yes checkboxes after ref and name fields in highway presets
  • save some space in height of preset window by reordering checks a bit
  • based on patch by skyper
