19440	Add placement:forward/backward to highway presets	skyper	skyper	"ATM, only `placement=*` is present in the highway presets but for a highway without `oneway=yes` only `placement=transition` is valid. You need to use `placement:forward/backward` for all other values which are missing in the presets.

I could handle this together with #16391 but I need to know if the two tags should be available for all major highway presets or only for the one without `oneway=yes` as default or implying it?

The disadvantage is the growing length of the highway presets.
