Add validation rules for French telecom references

Dear maintainers

As French telecom fibre networks are rolling out, some contributors now use a lot some attributes to identifies facilities and cabinets in their environment.

The wiki has been updated to define additional consistency rules with properties as follows:

• ref:FR:PTT is only compatible with telecom:medium=copper (and requires it). ​https://wiki.openstreetmap.org/wiki/Key:ref:FR:PTT.
• ref:FR:Orange and ref:FR:SFR are dedicated to fibre nodes. Thus they are only compatible with telecom:medium=fibre (and require it) ​https://wiki.openstreetmap.org/wiki/Key:ref:FR:Orange and ​https://wiki.openstreetmap.org/wiki/Key:ref:FR:SFR
• ref:FR:ARCEP is only valid for fibre connection point, requires telecom=connection_point and telecom:medium=fibre ​https://wiki.openstreetmap.org/wiki/Key:ref:FR:ARCEP

A warning should be raised for any other combination. could you add it please?
