As French telecom fibre networks are rolling out, some contributors now use a lot some attributes to identifies facilities and cabinets in their environment.

The wiki has been updated to define additional consistency rules with properties as follows:
* ref:FR:PTT is only compatible with telecom:medium=copper (and requires it). https://wiki.openstreetmap.org/wiki/Key:ref:FR:PTT.
