Deprecate ref:ERDF:gdo in favour of ref:FR:gdo

Dear maintainers,

Recently, French community agreed on the deprecation of ref:ERDF:gdo in favour of ref:FR:gdo.
It joins the ref:FR namespace for more consistency about other local references.

Could you please raise a warning when anyone uses this key please?
All values of this reference should match the regexp [0-9AB]{5}[A-Z]{1,3}[0-9]{4,}

Furthermore, a few more rules apply to ref:FR:gdo as to ensure of its right usage. It could be good to add following validations :

• [in Metropolitan France] power=substation + operator=Enedis + ref=* without ref:FR:gdo => Warning missing ref:FR:gdo
• [in Metropolitan France] switch=* + operator=Enedis + ref=* without ref:FR:gdo => Warning missing ref:FR:gdo
• [in Metropolitan France] power=substation + operator=GRDF + ref=* without ref:FR:gdo => Warning missing ref:FR:gdo
