Edit > Merge layer

Keyboard shortcut: Ctrl+M

Merges the content of current active layer into another layer of the same kind.
If called from Layer List Dialog the selected layer instead of the currently active one will be merged.

A dialog will open to choose a layer of same type to merge into.

Only applies for OSM data layers and GPX layers.
