Warn about deprecated power (sub-)tags

Description

With #8847 we did deprecate some tags which were prior in the preset. We should at least warn about these tags or even offer an auto fix if possible:

  • power=station needs to be change to power=plant' or 'power=substation
  • generator:method=dam -> generator:method=water-storage
  • generator:method=pumped-storage and generator:method=pumping --> generator:method=water-pumped-storage
