[patch] Extend utility=* to buildings, street cabinets and industrial landuses

Dear maintainers,

Following the review of Utility facilities proposal, some changes occurs in the usage of utility=* key.
All necessary documentation is almost up to date, I hope nothing is missing so far.

Is it possible to update man_made=street_cabinet preset with following points please?

• Optional utility=* combobox with same values as used in combination with marker=*.
• Remove street_cabinet=power,water,telelcom,gas,street_lighting,cable_tv,water_management values.
• Colors should be common to utility=* values as of now and it may simplify default style.

Add utility=* combo box to building=service and building=industrial presets
It could be possible to use utility=* to color such buildings if appropriate.

As a side note, I think utility=* should be restricted to power,telecom,television and street_lighting values in combination with man_made=utility_pole (#20270 #21587).

Add following validation rules :

• street_cabinet=poweris replaced by utility=power
• street_cabinet=water, street_cabinet=water_management are replaced by utility=water
• street_cabinet=sewerage is replaced by utility=sewerage
• street_cabinet=gas and street_cabinet=gas_management are replaced by utility=gas
• street_cabinet=telecom, street_cabinet=communication, street_cabinet=telephone and street_cabinet=broadband are replaced by utility=telecom
• street_cabinet=cable_tv is replaced by utility=television
• street_cabinet=street_lighting is replaced by utility=street_lighting
• industrial=gas is deprecated and replaced by utility=gas

Yes it is also needed to update the preset for street_cabinet in JOSM core. Now people are already converting cabinets to utility and it is a pity JOSM still produces new 'street_cabinet' tags which should be 'utility'.

Just actually look at what you merged and compare it to taginfo, but I suppose that is asking too much.

The JOSM presets used to be the prime example of a curated set of presets, but now it seems as if it has given up any kind of principles.

Then just as an additional point, fire hydrants should clearly be mapped as ​https://wiki.openstreetmap.org/wiki/Tag%3Aemergency%3Dfire_hydrant not as markers (that may not be the indention but it will have an impact and should be discussed first).

Indication prefix has been seek for years, discussed and reviewed in

Regarding hydrants, this patch only updates an existing preset about hydrant markers. It doesn't change anything about actual hydrants mapping and enforces the existing emergency=fire_hydrant through indication prefix for markers.
I confirm it has been discussed several times.

Furthermore, utility=hydrant has been used less than 1200 times while indication:emergency=fire_hydrant is already used 131 times and grows faster.

There's exactly one variant that has non-trivial use, and we can guess how that came around looking at the stats. "Winning" a tagging vote, never ever means that you automatically get promoted to being used in a preset. Historically it was always the case that you needed substantial use before that happened.

In this particular case, the unanimous vote is the outcome of the discussion on the long run.

Historically it was always the case that you needed substantial use before that happened.

Are we spending our afternoon on discouraged 1200 vs 131 rate ?
