Graphical glitch makes UI unusable

Description
What steps will reproduce the problem?
- Repeatedly hovering over icons to show tooltips
- General use 10-30 minutes
What is the expected result?
No graphical glitches or corruptions during general use.
What happens instead?
UI becomes jumbled/glitchy, duplicating some areas or blocking them out. Similar to https://josm.openstreetmap.de/ticket/18182

Please provide any additional information below. Attach a screenshot if possible.
Issue only present on desktop monitor. Does not have issues when running JOSM from the laptop screen. Issue is present when running the windows installed version, as well as the webstart version.
Newest graphics drivers have been installed, problem still persists. Driver numbers are:

Problem still persists after updating graphics driver again to 496.49.
Seems to happen most often from using the tags and layers windows docked to the right side of the screen.
