Copy coordinates from OSM to Wikidata

Suggested by pigsonthewing in #11541

If the item in Wikidata has no coordinates, issue a warning, but also suggest the user might add them there

Is this compatible with Odbl? I was of the impression that coordinates in OSM cannot be copied legally to Wikidata without permission from the node creator. Maybe/hopefully I'm wrong. Is it a non-copyrightable fact under UK law?

I put a CC0 waiver for all coordinates of nodes that I created and tagged amenity=shelter in my user profile BTW. We need a machine readable waiver interface IMO so that users can easily read, propose and publish waivers. Most people I ever contacted through OSM had no issues sharing coordinates with Wikidata (e.g. I contacted around 30 users in Chad to get the coordinates of hospitals and got permission from everyone who answered.)

Thats debatable; but in any case, the ticket doesn't say anything about copying from OSM to Wikidata.
