Wikipedia tag validation incorrectly assumed + is a URL-encoded value

I'm editing ​n8165667059 and JOSM's Validator is saying "[Wiki] brand:wikipedia=* tag should not have ULR-encoded values."

The problem is that the value I've used brand:wikipedia=en:Harris + Hoole is the correct value as that's the title of ​the Wikipedia article.
