How to handle missing upper level pages

Description

On the top left corner of a wiki page the hierarchy of the page is displayed with links to upper level.

What should we do if the upper level is missing ?

I have added some more context and links to Help/Dialog. Probably, the easiest way to handle the problem. I will create wiki:Help/Action with similar format if this is ok.

On problem is the mixture of dialogs under wiki:Help/Action like Help/Action/TaggingPresetSearchPrimitiveDialog or Help/Action/Search and some elsewhere like Help/Preferences and sub-pages.

There are quite some dialogs under wiki:Help/Action. Guess moving the pages is not easy and sometimes not wanted. This means more links need to be sorted manually on wiki:Help/Action and Help/Dialog.

Actually I don't understand why it is a problem when the upper level page is missing. Anyway I'm against major reworks only to fix a non-problem. If you feel the need to have such a page, create it and fill it with contents, but rearranging other pages only for a feeling of "this is nicer" is something which I don't approve. Who the hell cares what the page URL is as long is it is properly linked from proper places in the help, so you can find it?

The only problem is the link on the top left of a page which will lead to the upper levels and to an empty page if this level does not exist.

Regarding the hierarchy it is much easy if all dialogs are under Help/Dialog, all menus under Help/Menu and all actions under wiki:Help/Action. Then creating an overview works automatically with [[TitleIndex]]. Otherwise this index needs to be manually managed.

Personally, I do not see the importance of the upper level pages but a stub is not nice either, so I started to fill Help/Menu with useful content.

Modify Ticket

Change Properties
Set your email in Preferences
Action
as new The owner will remain team.
as The resolution will be set. Next status will be 'closed'.
to The owner will be changed from team to the specified user.
Next status will be 'needinfo'. The owner will be changed from team to skyper.
as duplicate The resolution will be set to duplicate. Next status will be 'closed'. The specified ticket will be cross-referenced with this ticket.
The owner will be changed from team to anonymous. Next status will be 'assigned'.
