Combine ways no longer active

What steps will reproduce the problem?

1. Select two roads that end on the same node
2. Use 'C' (or Tools> Combine Way)

What is the expected result?

The roads will combine and become one

What happens instead?

Nothing. The drop down Tools>Combine Way is greyed out. No options in preferences seem to fix this.

Please provide any additional information below. Attach a screenshot if possible.

This only showed up after updating to JOSM version 15625. Reverting to a previous snapshot fixes the issue.

@Gerd: let me know once all combine bugs are solved so that I can release an hotfix. Otherwise we will drown under bug reports.
