[PATCH] Fix Andhra Pradesh/Arunachal in boundaries.osm

Description

I found out that I made a mistake when I last updated the boundaries.osm to contain also Indian provinces.

This patch will correct this.

The problem was that Andhra Pradesh was duplicate because Arunachal Pradesh (IN-AR) was wrongly tagged as Andhra Pradesh (IN-AP).

ID stability has been added in #16854 so the editing of the boundaries file will no longer need a patched JOSM version.
