semi-automatic Oauth does not work

Description
This is a fresh installation of JOSM
What steps will reproduce the problem?
- already login on OSM-webpage running firefox 45.5.1
- upload data/note for the first time
- choose semi-automatic OAuth and click on "Request token"
What is the expected result?
Another tab in the browser opens to accept the token
What happens instead?
Nothing

The OAuth authentication works from the preferences. This issue only occurs when you try to upload a changeset and JOSM prompts you to login (as described above).

It has not been possible to do semi-automatic authorization in the upload prompt since r17600.
