Street names can be turned on and off in the style settings of the default mappaint style: https://josm.openstreetmap.de/wiki/Help/Dialog/MapPaint/StyleSettings
Also other additional styles can hide street names, e.g. Maxspeed https://josm.openstreetmap.de/wiki/Styles/Maxspeed

Hmm, not sure what happened. I fiddled with map paint settings without a difference, but now I see maxspeed is a disabled (unchecked) active style. That possibly fixed it. Does enabling/disabling an active style ever require a JOSM restart? I think this is resolved.

Replying to Tom Hardy <rhardy702@…>:
I fiddled with map paint settings without a difference,
The display of street names depends also on the zoom level.
Does enabling/disabling an active style ever require a JOSM restart?
No. Enabling/disableing styles or changing style settings does directly update the mapview.
And so, with the next restart of JOSM I have my street names back. This is after several executions of the program without street names.
