please move what wiki refers as "Modes"

We need general page Help/Mode about what "mode" is first, so we can use separate suffix in naming:

Help/Action/Draw -> Help/Modes/Draw

I have no rights to perform moves.

Help/Action/FastDrawingMode > Help/Modes/FastDrawingMode
Help/Action/DrawBuilding > Help/Modes/DrawBuilding
Help/Action/ImproveWayAccuracy > Help/Modes/ImproveWayAccuracy
... (more left I guess)

I found good candidate for "Modes" page, it was named "EditToolbar": https://josm.openstreetmap.de/wiki/Help/EditToolbar

IMO we don't need name or additional terminology in this case, as they are "modes", not simple menu items or buttons.

PS. I wasn't participating in JOSM development actively other than discussions before, so this comment is quite late.

Changing the names of pages will break the software links DevelopersGuide/HelpSystem/HelpTopicsList. You can simply link to the pages without changing their name. The Help page name structure is based on the software layout, not so much on the user experience, as it is automatically referenced by the software.
