Could place
's icon and label have a better display rule, based on the zoom level and hierarchy?
For example, every place in Brazil:
It's polluted, slow to scroll, slow to zoom and basically we just can't understand any name or know what is a city or village.
One idea could be to draw the labels only on higher zoom levels.
Likewise, smaller places (suburbs, isolated_dwelling, hamlet, etc) could have their icons only displayed on higher zoom levels too.
Or use both approaches: cities will always be displayed (icon and label), towns with a little higher zoom, villages with an even higher zoom, etc.

This was already a bit discussed in #10963. This is a rare use case and it is appropriate to use filters in this case to match your specific requirements. If we hide place icons and/or their labels on low zoom levels it would be inappropriate for more normal use cases.
Place icons and their labels which are high in the hierarchy are already displayed on top of place icons which are low in the hierarchy.
