Join (polygons) dosn't work reliably

Description

Until version 6975 - when joining two overlapping polygons - the areas are joined to one and the
overlapping parts will get deleted. After 6975 (tested also with 7028) I see an erratic behaviour
sometimes the polygons are connected as before. Sometimes the crossing lines are simply connected
with addidional notes and a mulipolygon relation is created ...
