Please add warning when tiger tags are deleted — at Initial Version

Description
Enhancement https://josm.openstreetmap.de/ticket/7915 automatically deletes certain tiger tags upon upload.
The user should be informed that this is the case. Also, if the only changes are these tiger tags, then JOSM should not perform the upload which doesn't change anything.
I made some changes, unrelated to tiger. A few days later, I looked at my changes, and noticed the missing tiger tags. I thought that I had made a mistake, though I didn't see how.
So I added the tags back in, via JOSM. JOSM seemed to accept the changes, but the changes did not appear. I tried again. Same results.
Very confusing.
