Wrong header title reopening notes

Description
What steps will reproduce the problem?
- reopen a note by clicking on the right button in the dialog
- new window to leave a comment opens
What is the expected result?
The header title should be Reopen note or similar
What happens instead?
Really close ? is displayed

I just released a new JAR file with this fix and a couple other changes. I'm not sure if the JOSM wiki will pick it up or not. Was the wget/github problem ever sorted out?

Sorry,do not know, but always editing the wiki page is annoying for translators and not a proper solution.
