Make upload window less complicated without "expert mode"

Description

1) Hide all tabs
2) Hide text below description field

Both are useless for newbie and it would help to reduce confusion "how I do anything?" at start of using of JOSM (for me start of JOSM usage was the worst case of "What I am supposed to do?" since I was compiling NetHack).
