What steps will reproduce the problem?
- running the program
What is the expected result?
program opens
What happens instead?
program splash screen with "creating main gui" is displayed, activity bar at bottom of splash constantly moves, pop-up says to submit a bug bc of an unexpected error.

Where did you get this version from ?
Even running squeeze (oldstable) you should be able to install the version from wheezy (stable) or even from jessie (testing).
Update JOSM to a new build. That build you have is over 2 years old. The current "tested" version is r5990.
