Start page blocks reorder

Currently the huge changelist on the top of string page (message of the day, title page) occupies too much place, and sections "beginning", "help" and "golden rules" for novices are invisible.

I propose to move them up, leaving the changes at the end of the page (old one will be visibl eonly after scroll, but they are > 3 moth back.

@team: what do you think about it?

The last times, I did move the old news to VersionHistory that it fits on the screen. Usually there were only a few lines but recently there are some more.

I would tend to move the news earlier if needed even after one month.

I am sorry for adding too big changelog last time, but there are anyway people with small screens - netbooks and so on :)
