8537	Start page blocks reorder	akks	team	"Currently the huge changelist on the top of string page (message of the day, title page) occupies too much place,  and sections ""beginning"", ""help"" and ""golden rules"" for novices are invisible.

I propose to move them up, leaving the changes at the end of the page (old one will be visibl eonly after scroll, but they are > 3 moth back.
