Split 1 translation field in 2

Description

If possible, please split "City" (​http://translations.launchpad.net/josm/trunk/+pots/josm/pt/5233/+translate) in 2 fields to translate:

  1. One for build/trans_presets.java:4890
  2. Another one for ../plugins/FixAddresses/src/org/openstreetmap/josm/plugins/fixAddresses/gui/IncompleteAddressesTableModel.java:32 and ../plugins/FixAddresses/src/org/openstreetmap/josm/plugins/fixAddresses/gui/UnresolvedAddressesTableModel.java:50

Need this to translate to portuguese:

  1. will be translated to "capital de distrito (cidade)" which means district capital (city)
  2. will be translated to "cidade" which means city

I had translated the actual field "city" to "capital de distrito (cidade)" but this will be wrong and very long in fixAddresses plugin.
