From #7999:

  1. File->Open Location, "​http://josm.openstreetmap.de/raw-attachment/ticket/7999/marker.gpx"
  2. An empty GPX layer is created instead of a marker layer

If the marker.gpx is saved on local disk, then opened, it works as expected.

Patch to include after next tested is released.
