[Alpha Patch] Possibility to download from mirror with all download action.

Description

I am not sure how to solve it but it would be nice to be able to download also objects and members from a mirror.

Maybe it is much easier to use two entries in preferences. One for upload and one for download. This way I could just set the fastest server for all download actions.

Preliminary patch added. attachment:7670.patch adds MultiFetchOverpassObjectReader which reads objects from an Overpass server. To be done is the selection between MultiFetchServerObjectReader and MultiFetchOverpassObjectReader for all tasks/actions. How should that be done?
