[Patch] Adding shortcut for relation editor and tag editor

Description
Currently we have advanced relation editor, but there is no fast way to invoke it.
User should press the button by mouse or select "relation membership" in properties and press Alt-S.
Relation can be selected easily with alt-click, middle-click, etc.
It would be good to have some shortcut to launch editor dialog.
Another idea: currently we have no editable tag table for nodes/ways (like in unsupported TagEditor plugin).
We can introduce it, reusing TagTable or TagEditorPanel, currently used in relation editor only.
E can be used as launching shortcut (my Adjacent Nodes action from Utilsplugin2 can move).
(please correct me if I forgot something already existing)

The ticket is not really about the relation list panel but about the current selection (selection list panel). Please, activate this shortcut for the relation list panel selection only if the panel has the focus and in general use the relations of current selection. See the history viewer shortcut Ctrl+H, for example. Thanks.
