You need to select a fence type as well.

Concerning usability, when I apply a preset "Fence", I expect corresponding tag to be set immediately without a dialog (as for wall or city_wall). I suggest splitting this preset into "Fence", "Wood Fence" and "Wire Fence" (similar to wall and city_wall).

Btw: According to ​http://taginfo.openstreetmap.org/keys/barrier#values, barrier=fence is uses far more often than the other two types.
