What steps will reproduce the problem?

  1. In JOSM ver 19613:

F12 open preferences.

  1. Selet Plugin tab.
  2. tab update plugins.

screen pops up "Plugin List download error. Unsuccesful HTTP request

Do you have a proxy inbetween? Does this happen always? I can't reproduce and I also don't know how 400 can happen.
