"Ways with same position" should not be reported by validator in some cases

What steps will reproduce the problem?

1. Create a square with "man_made = reservoir_covered" tag
2. According to the "One feature, one element" directive create another square using these four nodes and tag it "barrier = fence"
3. Try to upload this thing
4. You get "Suspicious data found" validator window with "Ways with the same position" warning.

What is the expected result?

The validator should not issue a warning in cases like this.

What happens instead?

It triggers a warning.
