When using the ShortCut Key Ctrl+Alt+V to move layer data to new layer after saving that data in .osm.pbf file format returns shifted data

What steps will reproduce the problem?

1. slect the lanes/roads
2. do ctrl+c
3. then Ctrl+Alt+V
4. save the new data in .osm.pbf

close the new data layer and reopen it and compare it by overlaying you will observe the shift at random location

What is the expected result?

data pasted at source location

What happens instead?

data was shifted at uneven location
