Unable to access buttons to move image in PicLayer

Description

When I first installed PicLayer, the buttons would appear, such as the green arrow and red arrow to move the image around. But when I clicked the buttons nothing happened. I then decided to update JOSM and now the buttons appear in a sidelist and I cant enable them. Can anyone help?

On which layer are you working? This can be checked on the layer list panel https://josm.openstreetmap.de/wiki/Help/Dialog/LayerList. Please make sure to activate the correct layer. Only the Piclayers support the tools.

Change Properties
Set your email in Preferences
Action
as needinfo The owner will remain django07.
as The resolution will be set. Next status will be 'closed'.
to The owner will be changed from django07 to the specified user. Next status will be 'new'.
as duplicate The resolution will be set to duplicate. Next status will be 'closed'. The specified ticket will be cross-referenced with this ticket.
The owner will be changed from django07 to anonymous. Next status will be 'assigned'.

Add Comment
E-mail address and name can be saved in the Preferences .
