23492	Unable to access buttons to move image in PicLayer	django07	django07	When I first installed PicLayer, the buttons would appear, such as the green arrow and red arrow to move the image around. But when I clicked the buttons nothing happened. I then decided to update JOSM and now the buttons appear in a sidelist and I cant enable them.
