add a menu option to create a map from scratch

One use case of JOSM is to create fictional maps from scratch. Things like fantasy worlds, fantasy cities, etc. completely separate from OSM data.

Currently the process is cumbersome and involves creating a bare-bones .osm file and opening it with JOSM. See ​https://community.openstreetmap.org/t/create-a-map-from-scratch/87827

It would be nice to have this File --> New Map feature.

You can use Ctrl+N to create an empty layer, draw objects and save it as *.osm.
