Add command stack items (ie scrollable window) to upload window

Description

What steps will reproduce the problem?

  1. When the upload window is open, the command stack can't be accessed (it's locked, according to Taylor, to prevent changes from being made while in upload status)

What is the expected result?

I would like to be able to view the command stack with the upload window open so that I can make more precise comments to the upload comments

What happens instead?

Please provide any additional information below. Attach a screenshot if possible.
