Description
Since a few nightlies the right hand panels are collapsable which should give the ability to use the space better. But that doesn't seem to work right.
I've attached an image for illustration.
When starting JOSM (todays 1318) all open panels are the same size (img 1). When collapsing others the remaining panels grow which is ok (img 2). But on expanding collapsed panels they only take up less amount than before (img 3) and partially absurdly little space (e.g. Konflikt, img 4).
I see that some panels might not need as much space as others, but the ratio should always be the same and if possible they should use up at least a minimum space.

Yes, I've seen this. Unfortunately this can't be changed unless a bigger rework of the whole ToggleDialog container. This rework would also make it possible to remember the individual height.
As a workaround you can close and reopen JOSM, this should "resize" the panels.

As a workaround, it is not necessary to close JOSM (as you will lose any unsaved changes, etc ...), but merely collapsing and then expanding all of side panels will restore them to state where they all have same size again.
