make menus (right panels) resizable

Description

The panels don't have optimized sizes (some, which are nearly always one row (authors) get the same size as others, that mostly are much bigger and contain icons to manipulate (like layers)). This leads to some annoyances. Please make these panels resizable (e.g. layers, authors, properties,...).
