Upload button disabled for imported layers (with remote) without changes to the layer

Description
When a layer has been imported with the remote, I cannot upload those nodes to the OSM server without having made at least one change to the content in the layer.
Steps to reproduce:
- Open JOSM
- Enable remote
- Import a layer with remote (e.g. http://localhost:8111/import?new_layer=true&url=http://build.osmsharp.com:815/data/2140/2179/12/eHealth_Africa_Places_KANO.osm)
- I want to upload, but the upload button is disabled
- I move one of the nodes in the layer (the upload button is not disabled anymore)
- I Ctrl+Z to revert the change
- ... Upload the new nodes

Oh, sorry for the confusion. Indeed, the imported file is wrong. I will report this to the data owners! This issue can be closed.
