Steps to reproduce:

1. Open JOSM
2. Enable remote
3. Import a layer with remote (e.g. http://localhost:8111/import?new_layer=true&url=http://build.osmsharp.com:815/data/2140/2179/12/eHealth_Africa_Places_KANO.osm)
4. I want to upload, but the upload button is disabled
5. I move one of the nodes in the layer (the upload button is not disabled anymore)
6. I Ctrl+Z to revert the change
7. ... Upload the new nodes"	defect	closed	normal		Core	tested	invalid
