Never hide presets menu

As the item "Preset preferences" in presets menu is always active, please, never hide or deactivate the menu completely but rather some items.

What steps will reproduce the problem?

1. open presets' preferences through Presets menu -> Preset preferences
2. delete all active presets on right side
3. save and close preferences

What is the expected result?

Presets menu still available and only "Preset preferences" item active.

What happens instead?

Presets menu completely hidden.

Please provide any additional information below. Attach a screenshot if possible.

Similar is the situation without data layer. There the presets menu is visible but deactivated instead of active menu and all items, but "Search preset..." and "Preset preferences", disabled.

Without selection all presets and could be rather deactivated than presenting a warning when chosen.
