Cannot combine ways with different version history

Attempting to combine any ways with different version histories (regardless of whether the entire way is in the downloaded area or not) will result in both roads remaining as they are and not combining.

I don't understand the phrase "with different version histories". Two different ways will always have different histories.
I need a sample to say more.

and this:
​https://www.openstreetmap.org/way/277710713
cannot be combined.

When I select both ways and press C I see a popup .
If you don't see it you probably selected "Do not show again (remember choice)" and pressed Cancel the last time when this button appeared.
To see the popup again change the preference message.combineway-reverse to true.

I assume you meant "different direction" instead of "different version history"?

Anyway, I set in Advanced Preferences every key with message.* to true. But that doesn't change a thing. When I try to combine two ways that are "not compatible" nothing happens, no message, nothing.

I apologize for these attachments. I thought this was actually describing the issue of #18501, but from a wrong perspective. It may actually be, in which case this ticket is a duplicate, but I was about to write a comment with my own perspective, but I found the other ticket while writing it.

@Roadsguy: Yes, the screenshots show that you tried to combine ways with nodes outside the download area. Please use r15628

After Advanced Preferences > More > Reset Preferences and several times restarting/rebooting my problem seems to have resolved itself. No need to open a new ticket. Thanks for your assistance!
