New utility marker preset

Dear maintainers,

A new utility markers tagging has recently been reviewed on wiki and changes a bit established tagging.

Could you please update presets as follow:

• pipeline=marker, power=marker, cable=marker are no longer used
• Update pipeline marker preset to involve marker=post,stone,pedestal,ground,aerial,plate + utility=*

I didn't find any more existing preset regarding markers, but any other should be updated as upside.

Users should be warned with new validation rules:

• Usage of pipeline=marker is no longer encouraged, replace it with marker=* + utility=*
• Usage of cover=* with marker=* is not valid
• marker=* and voltage, pressure, diameter, substance are set incompatible and shouldn't be used on the same object

Thanks you Klumbumbus for those commits.

In the last one (15528) I think man_made=marker shouldn't be deprecated.
Wiki stated man_made=marker have to replaced but it was a mistake and I've just fixed it.

In 15529/josm:

fix #18267 - remove wrong validator rule (see also ​https://wiki.openstreetmap.org/w/index.php?title=DE:Key:marker&diff=next&oldid=1922885) telecom=marker is not and was never in the database, so there is no warning needed
