Complain about highway=cycleway cycleway=track

What steps will reproduce the problem?

1. Tag way with highway=cycleway cycleway=track
2. Run validator

What is the expected result?

Validator complains, possibly offers to remove cycleway=track

What happens instead?

Nothing.

Please provide any additional information below. Attach a screenshot if possible.

It is caused by broken Potlatch 1 presets - see ​https://help.openstreetmap.org/questions/65366/highwaycycleway-cyclewaytrack

25% of cycleway=track is on highway=cycleway - see ​https://taginfo.openstreetmap.org/tags/cycleway=track#combinations
