Partial download from Overpass changes the area of complete data

Description
What steps will reproduce the problem?
- Download a tiny bbox.
- Take a look at the area of complete data (incomplete part has strips)
- Download with a big bbox to the same layer from Overpass with a query like only nodes with special tag
What is the expected result?
As the overpass query is not a complete download the area of complete data should not change.
What happens instead?
The area of complete data is adjusted and the bbox of the overpass query is added.

There is already a user dialog if the query is empty, i.e. the downloaded data is complete.
