Can't Download OSM Data with Icedtea-web

It seems JOSM is unable to read or write cache data from/to your disk, please check rights, quota, etc:

The program is able to read from TMS_BLOCK_v2.data but it fails consistently when it tries to create files in "C:\Program Files\IcedTeaWeb\WebStart\bin\org\" because "PATH NOT FOUND".

I'll attach a Process Monitor log that shows the problem.

The problem persists with the final 1.8.1 release of Iced Tea Web Start.

Strange thing. I tried with 1.8.1 Iced Tea Web Start. On startup many exceptions were risen:

I don't think this is worth it to spend a lot of time on ITW 1.x. Karakun guys are rewriting the application in a new major version (2.x), we should try this one once a developer version is published. See #17858

Tried again with OpenWebStart 1.1.1 and it works fine.

I confirm that the program eventually launches with OpenWebStart 1.1.1. Unfortunately, it repeatedly asks if shortcuts should be created. I will follow up with OpenWebStart for that issue.
