What steps will reproduce the problem?

1. Create amenity=restaurant name=Restaurant
2. Create amenity=place_of_worship religion=muslim name=Mosque
3. Create amenity=toilets name=Toilet
4. Run validator

What is the expected result?

Validator complains about descriptive names and offers to remove them

What happens instead?

Nothing
