What steps will reproduce the problem?

1. encounter attraction=summer_toboggan way ( ​https://wiki.openstreetmap.org/wiki/Tag:attraction%3Dsummer_toboggan ) with incline tag like at ​https://www.openstreetmap.org/way/327633843
2. run validator

What is the expected result?

No complaints about tagged incline

What happens instead?

"incline without highway, railway or aeroway=runway|taxiway"
